The Saudi Chinese Business Council was established in 2003 under an agreement between the Federation of Saudi Chambers and the Sino-Arab Friendship Association, operating under the supervision of the Federation, within the regulatory framework approved by the Ministry of Commerce, and overseen by the General Authority for Foreign Trade.

The Council is part of the Kingdom's broader effort to build organized, sustainable, mutually beneficial partnerships with the People's Republic of China, working closely with the China Council for the Promotion of International Trade (CCPIT).
